Brevard County, FL – The FBI is investigating the tragic death of Florida teen Anna Kepner aboard a Carnival Cruise earlier this month, with her 16-year-old stepbrother identified as a “suspect” in court documents. The revelations come amid a heated family custody dispute and troubling allegations regarding her blended family.
Circumstances Surrounding Anna Kepner’s Death
Anna Kepner, a high school senior and aspiring K9 police officer, was reportedly found deceased in her cabin on November 7, 2025, during the final day of a six-day cruise. According to reports, she was discovered wrapped in a blanket and covered in life jackets. The cruise ship returned to the Port of Miami the following day, where authorities began their investigation.
The Miami-Dade County Medical Examiner’s Office is handling Anna’s autopsy, and no official cause or manner of death has been released. The FBI’s Miami Office is leading the investigation due to the incident occurring in international waters, but has not provided further updates.
Stepbrother Questioned by Authorities
Court filings identify Anna’s 16-year-old stepbrother as “TH”. He remains under the care of a relative while the investigation continues. According to the documents, the FBI has labeled him a suspect in connection with Anna’s death.
The stepbrother’s legal entanglement has emerged alongside a contentious custody battle between his mother, Shauntel Hudson, and her ex-husband, Thomas Hudson. Both parents have filed briefs seeking custody of their minor children, highlighting ongoing family tensions.
Family Allegations and Legal Disputes
Shauntel Hudson has accused Thomas of domestic and physical abuse against their youngest children, including the 16-year-old stepbrother now under investigation. Court documents indicate Thomas is under active review by the Florida Department of Children and Families.
In turn, Thomas accused Shauntel and her new husband, Christopher Kepner — Anna’s father — of a violent altercation involving the couple’s oldest son, who is now an adult. Thomas also blamed his son’s legal troubles on Shauntel’s decision to limit his access to his father, claiming it placed the teen’s future in jeopardy.
Family Remembrance and Legacy

Despite the ongoing legal and investigative developments, Anna Kepner’s family has sought to honor her memory. She was remembered as a joyful, loving young woman who “lived every day with her whole heart.” Her family highlighted her dreams of becoming a K9 police officer and her ambition to join the U.S. Navy, demonstrating her dedication and determination even at a young age.
The tragic incident has drawn attention not only to the investigation but also to the challenges faced by blended families navigating custody and conflict during emotionally charged times.
Investigation Continues
As of now, no charges have been filed against any individual in the case. The FBI continues to investigate all aspects of Anna’s death while authorities await the results of her autopsy and further forensic examinations.
Authorities are urging anyone with information regarding the cruise, the family, or the stepbrother’s involvement to come forward to assist with the investigation.
