Hamden, Connecticut — A local woman is facing multiple animal cruelty charges after authorities say several dogs in her care suffered severe injuries, including suspected chemical burns and neurological problems.
According to court documents, Lisa Levy has been charged with five counts of cruelty to animals following an investigation into the condition of one of her dogs, a 10-year-old chihuahua mix named Chanco.
Levy’s bail has been set at $15,000, and she is scheduled to appear in court on March 6 in Meriden.
Veterinarian Raises Red Flags
Court records state that Levy brought multiple dogs with serious health issues to a veterinarian in North Haven. Authorities said injuries included:
- Chemical burns
- Neurological problems
- Seizures
- Fractures
- Vomiting and collapse
Two of the three dogs Levy reportedly brought in had died, and another had been returned to a shelter.
Chanco was believed to be suffering from chemical burns, prompting further scrutiny.
Disturbing Discovery During Bath
Levy’s boyfriend, Issak Cuenco, accompanied her during Chanco’s initial veterinary visit. He told investigators that the couple had adopted Chanco and another dog as a bonded pair from Murphy’s Paw Rescue about six weeks earlier.
According to the court document, Cuenco later attempted to bathe Chanco using only water and noticed a “strong chemical smell.”
He reportedly told authorities that Drano had been used in the tub previously and that a housemaid had cleaned it with bleach.
When Cuenco began drying Chanco, he said the dog’s hair was coming out in chunks, and within hours, fur was missing from large portions of the animal’s body.
Attempt to Adopt Another Dog
On Jan. 28, staff at a Wallingford veterinary hospital reportedly told police that Levy was attempting to adopt another dog because she “didn’t think Chanco would make it.”
When asked whether she believed the burns were caused by her boyfriend, Levy allegedly responded that she did not — but added, “now I kinda do,” according to court records.
Authorities noted that several other animals in Levy’s care showed similar troubling medical issues.
- One dog was returned to a shelter
- Four animals were euthanized
- Four died
- At least three are missing
Rescue Organization Responds
Murphy’s Paw Rescue issued a statement confirming they reclaimed their dog once concerns were raised.
“As soon as concerns arose, we immediately reclaimed our dog from her home and assumed responsibility for the humane medical decisions for the dog in the ICU,” the organization said. “We are leading the pursuit of justice, not only for our dogs, but for every animal affected.”

Investigation Ongoing
Hamden Police Animal Control Officer Barbara Godejohn determined there was probable cause to seek an arrest warrant.
The case remains under investigation as authorities work to account for all animals previously in Levy’s care.
