Man Arrested After Alleged Sexual Assault of Teen Girl Inside NYC Residential Complex

New York City, NY — A 33-year-old man has been arrested in connection with the alleged sexual assault of a 14-year-old girl inside a large residential apartment complex in Manhattan, a case that has raised serious concerns about safety within private housing communities.

According to the New York City Police Department, the suspect, Germaine Parham, was taken into custody Tuesday in upstate New York following an investigation into an incident reported last week in the East Village.

Alleged incident inside Stuyvesant Town

Police said the alleged assault occurred around 11:45 a.m. on January 29 inside Stuyvesant Town–Peter Cooper Village, a privately managed residential community in Manhattan.

Investigators allege the suspect approached the teenage girl near a building at First Avenue and First Avenue Loop, assaulted her, and then fled the scene after taking her cellphone.

The victim was transported to a hospital for medical treatment, authorities confirmed

Due to the victim’s age, no identifying details have been released.

Multi-agency effort leads to arrest

Following the report, NYPD detectives worked with members of the U.S. Marshals Service New York–New Jersey Regional Fugitive Task Force to locate the suspect.

Parham was arrested outside New York City and returned to custody without incident, police said. Officials did not disclose the exact location of the arrest.

Criminal history cited by investigators

Law enforcement sources say Parham has more than two dozen prior arrests, primarily related to theft and robbery offenses.

He was most recently arrested on January 8 for allegedly stealing merchandise valued at approximately $1,835 from a pharmacy in Midtown Manhattan. According to sources, a bench warrant was issued after he failed to return to court in that case.

Parham had also served a short jail sentence in late 2025 related to a robbery case, sources familiar with his record said.

Authorities noted that the outstanding warrant played a role in the urgency of locating him following the reported assault.

Charges filed

Prosecutors have filed multiple felony charges against Parham, including:

  • Rape
  • Predatory sexual assault
  • Kidnapping
  • Robbery
  • Attempted assault
  • Criminal possession of a weapon
  • Sexual abuse

Court records show he is currently being held pending further proceedings. Bail information was not immediately available.

Residential community responds

The alleged incident occurred within a residential complex that advertises 24-hour public safety staffing and extensive amenities for residents.

Following the arrest, management of Stuyvesant Town issued a message to residents acknowledging concerns and outlining steps being taken to enhance safety.

“While this is a positive development, our community is deeply affected by this incident,” the statement read

The administration said it plans to:

  • Increase public safety patrols
  • Conduct more frequent building checks
  • Install emergency call buttons at building entrances

Ongoing investigation

Authorities say the investigation remains active, and additional information may be released as the case proceeds through the court system. Police have not indicated whether the suspect is being investigated in connection with other incidents.
