Tampa, Florida — Keith O’Connor, Tampa’s Code Enforcement Director, was fired on Tuesday following an investigation by the Florida Department of Law Enforcement (FDLE). Officials allege O’Connor colluded with an employee, Aubrey Pierce, to cash in a $20,000 lottery ticket on the worker’s behalf.
The move reportedly stemmed from concerns that Pierce, a services attendant, would have had the reward seized due to back child support payments if he claimed it himself.
Background of the Investigation
The investigation began after authorities uncovered text messages and phone records connecting O’Connor and Pierce during a separate probe into alleged bribery and illegal dumping by Pierce.
Pierce, hired by the city in February 2023, was arrested in August and faces multiple felony charges including:
- Bribery by a public servant
- Unlawful disposal of hazardous waste
- Grand theft
- Violation of Florida litter law
Pierce has pleaded not guilty to the bribery and litter charges and remains suspended pending a disciplinary hearing.
O’Connor Placed on Leave Before Termination
O’Connor was initially placed on paid administrative leave in September while the FDLE conducted its review. Although prosecutors decided not to file criminal charges due to insufficient evidence, O’Connor was still terminated by Tampa supervisors.

Employee’s Troubled History
Pierce has a lengthy criminal record prior to his city employment, including grand theft and burglary charges. In 2013, he wrote a letter to a judge seeking early release from jail, citing his future employment with the City of Tampa and the assistance of Major Keith O’Connor.
Connection to Former Police Chief Controversy
The situation recalls a previous scandal involving O’Connor’s wife, Mary O’Connor, who served as Tampa Police Chief for 10 months. She resigned after a viral incident where she attempted to use her position to avoid a traffic stop for her husband’s unregistered golf cart.
“I never want my personal mistake to stand in the way of the progress I have made in mending relationships between the police department and the community, so for that reason, I am resigning,” Mary O’Connor stated in her resignation letter.
