Grants for Airport Maintenance

Every year, TxDOT extends a grant offer to the city of Fort Worth. These grants from the Routine Airport Maintenance Program (RAMP) finance minor capital upgrade projects or essential and regular maintenance items at the Fort Worth airports. The Perot Field Fort Worth Alliance, Meacham International, and Spinks airports must match 10% of the approved project costs for $100,000 in order to be eligible for this grant.

The City Council was advised by the aviation staff to approve the acceptance of RAMP grants for the airports at Perot, Meacham, and Spinks. The motion was unanimously approved by the board.

Ordinance to change the code

In order to change a specific provision of the city law that governs aircraft, the Advisory Board suggested that the City Council pass an ordinance.

The Fort Worth Code Ordinance, 3-122, should be revised, the board suggested. The movement of airplanes is governed by this part of the code.

As of right now, the code says:

lights on aircraft. During the hours of darkness and low visibility, any aircraft taxied, towed, or otherwise moved at the airport must have running lights on.

The board suggested changing the current wording to read as follows:

When operating a towing vehicle at night, everyone must keep the lights on and make sure that any towed aircraft is either lighted (all aircraft position lights must be on) or plainly illuminated (the aircraft must be illuminated by external lights shining onto it). As long as FAA laws, regulations, policies, and procedures are followed, the Aviation Director may approve additional ways of compliance.

The Advisory Board voted unanimously to recommend revised verbiage of City Code Ordinance, 3-122 to the City Council.

Staff reports and announcements

The next meeting of the Aviation Advisory Board is scheduled for October 16 at 3 p.m. at Meacham International Airport.

Updates were given by Aaron Barth, assistant aviation system director at Meacham International Airport: In preparation for a number of high-profile events in 2026, including as the NTT IndyCar Series races and the FIFA World Cup 26, construction is planned along Main Street.

Updates were given by Joe Hammond, assistant director of aviation at Spinks Airport:

In keeping with the 2023 Master Plan to improve its infrastructure and facilities over the following two decades:

  • Service road construction is underway and is expected to be complete in August 2025. This new development will provide access from the east side of the hangar to the new development.
  • Three additional taxi lanes will be installed.

The following updates were given by Lauren Spence, director of airport operations at Perot Field:

  • Phase 1 of the

    Joint Reseal and Pavement Repair Project

    will begin on Aug. 5. This is a critical project that will extend the life of the pavement. Five subsequent phases of this project will extend through October 2026.

  • Taxiway Hotel Extension Project

    is in the design phase with the intent to build a hangar that will extend an additional 575 feet, enabling direct access to the airport s taxiway H. Construction on this project is expected to begin by the end of fall 2025.

  • Paramount Pictures

    has been shooting at this airport for Season 2 of the TV series,

    Landman

  • The TV series

    Lioness

    will also enter another season. Alliance does not know at this time what role the airport will serve for their shoot schedule.
