Delaware Man Arrested in Fatal Maryland Quadruple Shooting. BALTIMORE — In the November 2 incident in Cecil County that left two individuals dead and two others wounded, a Delaware man was taken into custody and charged.

Maryland State Police have accused 23-year-old Bear, Delaware resident Justice Schmeek Pratt with second-degree murder, assault, reckless endangerment, and other firearm-related offenses.

At his Bear, Delaware, residence, where two 9mm handguns and several rounds of ammo were found, Pratt was taken into custody.

He is charged with the shooting deaths of 26-year-old Tamir Davis of New Castle, Delaware, and Darius Blalock of Bear, Delaware.

Officers said the shooting occurred at around 6 a.m. following a fight outside a house on Chestnut Drive in Elkton. According to officers, a suspect named Pratt opened fire on a group of persons.

Officers reported that Blalock was found laying on the side of I-95 and that Davis was declared dead at Christianna Hospital.

Police said two more people were treated at the hospital.
