SAN DIEGO — The San Diego Unified School District (SDUSD) board on Tuesday approved a new phone-free school day policy, set to take effect August 11 for the 2025–26 academic year. The decision positions the district as an early adopter of California’s Phone-Free School Act, which requires statewide compliance by July 1, 2026.
Key Details
- The policy applies to all TK–12 students across the district.
- Phones must be turned off and out of sight (e.g., inside backpacks) during school hours, as defined by each school’s bell schedule.
- The policy is intended to reduce classroom distractions, improve social interaction, and support mental health.
Permitted Use
- Before and after school: Phone use allowed for all grades.
- High schools only: Use also permitted before the first bell, during lunch, and passing periods.
Exceptions to the Rule
Students may use phones during school hours only under specific circumstances:
- Emergency or safety threats
- Medical necessity, verified by a healthcare or mental health provider
- IEP or 504 accommodations
- Educator-authorized instructional use
Leadership Statement
“Limiting the use of phones during the school day creates focused learning environments where students can fully engage with their education and build meaningful connections with their peers,” said Superintendent Fabiola Bagula.
SDUSD joins a growing number of districts nationwide seeking to curb student phone use during school hours to improve academic and social outcomes.
